3RD EXECUTIVE FORUM | Building Smart SUCs Through Collaborative Leadership, Digital Innovation, and Institutional Excellence

The 21 State Universities and Colleges (SUCs) under the leadership of Commissioner Desiderio R. Apag III gathered at the University of Rizal System – Morong Campus from September 1–3, 2026, for the 3rd Executive Forum, bringing together SUC Presidents, key officials, and Board Secretaries for three days centered on collaborative leadership, digital innovation, and institutional excellence.

The forum opened with the State of the Commissioner’s Address (SOCA) delivered by Commissioner Apag, highlighting the progress, current standing, challenges, and continuing initiatives of the SUCs under his charge. The address emphasized the importance of data-driven decision-making, institutional development, innovation, and stronger collaboration in advancing Philippine higher education.

In the afternoon, one of the major highlights of the forum was the Digital Signing of the Commitment to Smart SUC 2030, reaffirming the collective commitment to digital transformation and the development of smart, innovative, and future-ready institutions under the leadership of Commissioner Apag.

The forum also featured the sharing of best practices in Smart Campus development from Bukidnon State University, Davao Oriental State University, and University of Antique, showcasing innovative approaches and institutional initiatives that demonstrate how technology and strategic leadership can transform the higher education experience.

The day continued with breakout sessions and an Executive Session with the SUC Presidents and Commissioner Apag, providing opportunities for strategic dialogue, knowledge-sharing, and strengthened collaboration. The event culminated in the convening of the new TEAM ALPHA key officials, marking a renewed commitment to unified leadership and collective action under Commissioner Apag.
